Photos syncing is paused on my son's iPad and it says "to use iCloud on this iPad, you must accept the new terms and conditions", but the link goes nowhere.
I also cannot sign him out of the ipad as the sign out option is greyed out

If you have set a ScreenTime Passcode, this must be removed before you will be able to sign-out from your AppleID account:
Settings > ScreenTime > Change ScreenTime Passcode > Turn Off ScreenTime Passcode
Having disabled the Passcode, you should be able to sign-out from your AppleID/iCloud.
