I was previously signed into my sixth generation iPod touch, but had to sign out for security purposes, now it won't let me sign back in to iCloud, when I try, it says update software to the latest iOS to sign in. So does this make my iPod unusable, please help....!!!

The 6th generation iPod Touch cannot update to iOS 13. iOS 12.5.7 was the last update (from January 2023) and was limited to security fixes.
In the unlikely event of a further release in the iOS 12 range, it would only be for security fixes but with no feature updates. So if iCloud now requires iOS 15, you cannot use it on your iPod Touch. It does not however, make your iPod Touch unusable. Instead it makes iCloud unusable, which is not the same thing.
