Siri won't answer incoming call on my iPhone 15

I am very impressed with my iPhone 15 and also it's ability to work with my hearing aids. However, there is one thing I cannot get to work. When my screen is off, I can say "Siri" and the screen comes on and Siri appears and then I can give it an order such as calling a name in my contacts, or telling it to send a message. It also works just as well if the screen is on. It all works even when I am using google maps to route and direct me to a location. The only time it will not work is if there is an incoming call ringing. I want to command Siri to answer but Siri does not respond at all then. I have followed all the directions I can find as to setting, but still no luck. What can I do?

Did you see this support page? Announce calls, messages, and more with Siri on iPhone – Apple Support (AU)

If you have announce calls turned on, you should be prompted to answer the call.

I have recently found that I can answer calls by touching the top button on my over-the-ear hearing aids

Thank you for responding. I have IOS 17. Settings > Siri & Search > Announce Calls. It is set to 'Always'. Siri DOES announce calls every time. There is never an option of any kind offered with that. It does not ask me in any way to Decline or Answer. I can find no option that will enable that. It does not respond during the call to a voice command such as 'Hey Siri' or 'Sri', or 'Answer' or 'Decline'. The only way to answer the call is to Slide to answer on the screen.

I need to add that the reason I am not happy is that I am unable to answer the calls HANDS FREE. In many places in Texas where I live it is not legal to use the phone while driving unless it is HANDS FREE. If you have to touch the phone at all then it does not meet that definition. I am unable to do that with my hearing aids and my iPhone 15. My hope is that someone may be able to point out to me why I cannot do that and how to fix it where I can.
