iPhone 11 to iPhone 13 data transfer stuck at "Waiting for Update"

I'm trying to transfer (phone to phone) over wifi my iphone 11 to a new iphone 13. My provider is straighttalk and the phone is activated on my network. I've downloaded/prepared ios 18.1 a few times now. "Waiting for Update" is displayed on my old phone (11). I choose install update to 18.1 on the (13) and it's been spinning for an hour. I don't know if its working or not or just hung.

Then I tried to transfer from "cloud backup" and I get an error can't restore backup. I can't get past the update software page on my new 13.

First, Thank you Moderator for editing the title of this post.

I finally got it. I got the idea from other posts to setup the phone as "new". But it took me to the cloud (Apple Account) Then it sent the security code to a phone that wasn't "setup" yet. Got around that and waited for 18.1 to download again. This time I had a "lightbulb moment" to shut my old (11) off before installing the update and it worked! After the installation it took me back to the cloud where I successfully went into restoring my cloud backup. Success! Now I just have to work on apps initial sign ins on a new device etc but all good here.
