Every time I use my discover credit card via Apple Pay, it declines.

If you saw the decline in your Wallet app, that came from Discover. Apple Pay cannot add transactions to Apple Wallet. You talked to an inexperienced customer service representative. Call Discover back or ask for a supervisor to find out more information.
Sorry, to give you a sort of runaround, I know how frustrating it can be. But the fact that it’s an actual decline and appears in your Wallet transactions leaves no other options.
Did you see the transaction terminal say declined or did the merchant tell you something? If you actually saw the decline message on the terminal, Discover declined it. If the terminal generated an error message, it was an issue with the merchant’s network, merchant’s credit card processor or Payment Network Operator, which is again Discover.
Does the decline show in your Discover Card in your Wallet app on your iPhone?
I saw the declined message on the terminal of the merchant as well as on my apple wallet. Same happens when I try using it online to pay via Apple Pay. I have been on the call with both discover and Apple for more than 45 minutes but none of them could help with it. I even tried resetting my network connection.
Yes, that is correct. Discover said everything looked good on their end and there should be no reason for it to decline through apple wallet.
