I can't order a new iPhone because I have a different carrier

My carrier is not one of the ones listed as activated by Apple. However, I rent my phone from apple and I changed providers while I owned the phone. Can I choose a carrier (T-Mobile) and upgrade my phone to 16? I have already confirmed that I an eligible for an upgrade. I want to continue to use my yearly upgrade on Apple

If you are participating in the iPhone Upgrade Program, you must have one of the listed carriers. If you no longer have one of the listed carriers, contact Apple to see your options. Alternatively, you may contact your new carrier to see if they have an available deals or upgrade programs of their own.
