Missing app notifications after encrypted password reset on iPhone

After doing an encripted password reset I have an app that requires notifications. If I search notifications that app does not appear. If I search apps it is there but there is no way to turn on notifications.

My app has a button to send a test alert. When pressed, a message that notifications are not set up: go to settings*notifications*turn on notifications...

However when I go to settings*notifications*my app does not appear on the list.

BTW this app is working fine on my IPad
