How do I clear my Apple Account balance to change the country/region?
my account currently has a balance of $0.03 and I would like to change my account region but I can’t do that unless I clear my balance

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
