Spinning wheel on iPhone lock screen after passcode entry

Help! My sons phone is stuck with a spinning wheel on a black screen. After a few moments the lock screen comes on but once you enter the passcode the spinning wheel returns. We’ve tried the forced restart and it continues to happen.
