Unlocking iPhone with Face ID for Deceased Owner

My son-in-law died recently. He used Face ID on his phone. We need to change it so my daughter can upgrade to his phone. How do we do this? We took the phone and her old phone to US Cellular. They said because he used Face ID they cannot get into it to change to her number. What do we do next?

You can't change Face ID or use the phone without it being erased to be set up for a new user. It order to do so, Apple has requirements to get into the phone of a deceased family member, which are detailed here --> How to request access to a deceased family member’s Apple Account - Apple Support
