MACBOOK PRO M3 8gb ram is enough to run Apple Intelligence smoothly

8 GB RAM is not enough to run bare MacOS Ventura or later smoothly. if you also want to also run Apps in that small a RAM size, it will need to be one-at-a-time. Quit your Browser before opening ANYTHING else.

Apple has discontinued RAM sizes that small in new MacBookPro models.

Not an exchange, no. Apple's return period is 14 days after the sale. And Apple I believe is not yet accepting M3 Macs though their trade-in program. So if you want one of the new models, for now at least you'll need to either find an Apple reseller that offers a trade-in program or sell your current MacBook yourself.
