Not receiving text alerts on iPhone when wearing iWatch

That is correct and exactly how Apple designed the watch and phone to react to messages. If your iPhone screen is open (active) the message alert will be delivered to your phone. If your phone is closed (screen not active), the message will be delivered to your watch. What you can't have is a notification on both iPhone and Apple Watch at the same time.

Notifications appear on your Apple Watch or iPhone, but not both."

I would recommend using Haptics on your watch, so you get a tap on the wrist when a message arrives. You can do this on the watch itself or in the Apple Watch app on your iPhone. On your watch, open Settings > Sounds & Haptics > Turn on Haptics and set it to Prominent.

You can try, but I think you'll find you just don't get notifications at all with your watch on your wrist. You can use the volume slider to turn up the haptics to a level its pretty impossible to miss.

You can certainly provide feedback to Apple, but given it has been this way for now 10 years, since the very first Apple Watch was introduced and is how Apple intends it to work, I wouldn't hold my breath on Apple changing how notifications work. Feedback goes here --> Product Feedback - Apple

Phone calls WILL ring on both your iPhone and Apple Watch. That is expected. It's other notifications which don't do what you want, because that is how Apple designed it to work.
