Can I sync passwords across devices without using iCloud keychain?

I recently upgraded to Mac OS Sequoia and iOS 18 on my Mac, iPad, and iPhone.

This comes with a new Passwords app installed on all my devices.

I don't want to use iCloud syncing and prefer to use manual synching from my Mac in the Finder. I don't see this option in Finder for synching passwords though:

You don't have to use the password app, but your passwords should sync across devices with the Keychain via iCloud

That screenshot really has nothing to do with your passwords. That is for backing up Apple Mobile devices to a Mac as well as moving TV, Music, Photos, etc, etc from your Mac to your mobile device.

Once you enter a password into lets say you email on a iPhone or iPad or Mac it will probably be written to the keychain.
