After updating to macOS 15.1 I can use my pgadmin4. When I'm trying to run it's showing LSOpenURLsWithCompletionHandler() failed with error -54.

Are you using PgAdmin 4 v8.12 released in late Sept 2024? Also, note that there is no reference to macOS Sequoia on their download page which implies it is not yet supported.
