Hi Luis. Fixed. Green light was on showing connection to my wi-fi network—John Master. I use an Eero Wi-Fi booster which was connected via ethernet directly to the Mac (direct connection is supposed to improve download speed). However, it can work unplugged just with WiFi. When I unplugged it, Safari began to work and iCloud updated. Maybe it was getting two wi-fi connections to the same network at once. Anyway, thanks again. Happy it is resolved. John

This suggests something may be wrong in your network settings.
I assume you are you using Wifi. If not, let us know.
In System Settings->Network, does Wifi have a green, amber or red dot?
If it is green but Safari cannot connect, it may be a DNS issue.
Click on the Wifi entry, then click the Details... button.
Show us what you see in the TCP/IP pane, and in the DNS pane.

Thanks Leroy, very comprehensive info. However, the fixes did not help me get to the internet, so no iCloud either. Can only work offline, so having to use my iPad instead.
