Why is online access restricted in China on my iPad?

Even via vpn, cannot access anything online, including use of apple passcode

You will very likely encounter difficulties with VPN connections to the internet from within China. The use of VPN technology within China is blocked by policy (a.k.a. the "Great Firewall of China").


An App found in the Apple App Store, reportedly very popular with those in your position, may help:
