How to fix loading issues after clicking review on Apple ID not yet used in iTunes Store" ?

Hi I am a new user. I have tried filling-out the needed information in the settings and followed instructions on yt videos. Somehow it all worked until after I clicked review on the pop-up '"Apple ID not yet used in iTunes Store" the screen is only loading. It takes too much time to proceed, it is stuck on the loading sign. How to solve this?
