ITunes Match not syncing iOS 8.1

Ever since update my iTunes Match is not syncing and the sync option in music settings is missing. I record my own music usually on PC and load it onto the cloud so I can share it across my iPhone 16 and my iPad M4 13".

used to work fine on my only devices. Not so much now. When I research how to enable sync it says open iTunes and look for your face icon to open settings. But there's no icon any more.

When I open Music in settings the "sync library" option is not there.
