Can't downgrade from iPadOS 18 to 17.7 using IPSW file

Starting today, I am unable to "downgrade" from iPadOS 18 to 17.7 using an IPSW file and Apple Configurator. I've tried two different Macbooks and two different Lightning cables. I am getting the following msg:


OS cannot be restore on "Ipad"

Personalization failed [com.Apple.MobileDevice.MobileRestore - 0xFBC (4028)]


In the past few weeks I have been able to do the downgrade on several iPads, no changes have been made to either Macbooks I am using.

All System Updates are digitally signed by Apple - and can only be installed whilst the digital signatures remain valid. After release of a new iOS/iPadOS version, the immediately preceding version continues to be digitally signed by Apple - however, usually within a few days, Apple will revoke the digital certificate with which the earlier version is signed.


iPadOS 17.7 is reportedly no longer signed - preventing reinstallation. iPadOS 17.7.1 is current.
