Macbook turns into Normal Mode after update

I start my Mac in Safe Mode and check for updates. After the update, my Mac automatically switches back to Normal mode.

This has happened several times: whenever I boot my Mac in Safe Mode and then turn it off or restart it, it always returns to the Normal boot mode.

Is there any way to prevent my mac from going back to Normal mode? or is it a normal thing?
