I am visiting in the USA in December and would like to buy the apple ipad 10 generation wifi only model while I am there. My question is, will the wifi only model, purchased in the USA, work in any other country outside of the USA for example Africa? Or does it need to be unlocked, similar to an Iphone, even though it is the wifi only model?

While WiFi+Cellular models of iPad may (in some circumstances) be locked to a particular Cellular Provider, a WiFi Only iPad is not locked to any network or region - and can be used with any WiFi network.
Other than the device warranty potentially only being honoured within the US, you should have no concerns with the iPad being fully useable in other countries.
