I am having trouble uploading a short ( 17 second) video to YouTube.
(It does NOT open any navigation steps as expected)
Can anyone tell me what the problem is?

Sorry, but that has nothing to do with iMovie.
If the YouTube website is not working, then you need to contact YouTube support.
With that said, when you click on Upload Video in Youtube, it should open the Youtube Studio website, and load the Upload video screen.
If you go to https://studio.youtube.com does it work?
Can you then click on "Create" -> Upload Video there, then on "Select Files"?
There's places like Vimeo, and you can always upload a video to Facebook, twitter, instagram, tik-tok etc..
If you just need to share the file, iCloud, One Drive, Google Drive, Dropbox may also be an option.
Depending on what you need to do with the video, will be your choice of platform.
With that said, if Youtube is not working for you, I'll be hard pressed to think anything else will work.
I would start by resolving why Youtube does not load the page to upload the video.
Do you have ad blockers enabled?
Are you using a VPN?
Any anti-virus that may by blocking Youtube?

I realize this is not an iMovie issue, but there was no where else to choose.
I did try YouTube Support, but to no avail.
When I'm logged into youtube.com, nothing happens when I click on Create Video, or on YouTube Studio
Is there an alternative to YouTube? An alternative platform would be fine with me.
My needs are very simple. I only wish to post one 17 second video.
Problem solved --
I created a new YouTube account and I was able to upload the video as desired.
Not sure what was going on here..... everything looked the same.... the 'Upload Video' link did NOT work in original account but DID work in new account.
