How can I recover missing Notes on iPhone?

My notes app where I store many folders and notes is showing up now with no folders. I didn’t delete them and have no recently deleted notes in iCloud.

Go into Settings, choose iCloud, turn off Notes, restart the iPhone, enable it again, and wait until they're redownloaded.
