Or the shorter version: Apple Gift Cards can only buy stuff from Apple, or sold by Apple. And cannot buy gift cards.

What is an Apple Pay balance? Apple Pay is a payment service not a bank account that funds are deposited into. Are your confusing Apple Pay with Apple Cash? Do you mean your Apple Card Mastercard account or what exactly?
You can only use an Apple gift card balance to buy Apple products or services. You cannot use the balance for anything else nor transfer it to Apple Cash or bank account. You cannot use it to make payments on your Apple Mastercard credit card. You cannot get cash out of it either, just like other branded gift cards.
