Apple Cash: Account restricted

hello everyone, I live in Ukraine, but my iPhone region is set to the USA, I got the phone to my little brother and he started pressing something on the phone, but I noticed it late and went into my wallet and saw that instead of setting up the Apple card, it shows me that my account restricted, I just want to know if it's permanent and for example if I move to the USA will I be able to use apple cash later, if it's permanent then what should I do in this situation? and does it affect apple id?

Slightly unusual situation to say the least. The issue in determining the reason for the restriction is banking information is given very high privacy and security considerations.

We need to determine the reason for the restriction presents obvious issues. Who is the owner of the Apple Cash account, your or your little brother?
