Missing Notes after iCloud Terms Acceptance on iPhone

This morning I received a notification asking me to accept the new iCloud terms and conditions, in order to keep using it. I accepted, and then when I clicked on my notes app later, I noticed that all of my notes were gone. A bunch of them came back, all the way through the beginning of October, but I’m missing everything past that, and I have some incredibly important notes that are missing. I’ve been reading through posts of other folks who this has happened to, but the fixes aren’t working. If I go to turn sync my iPhone off and then on again, it tells me it’s going to delete all my iCloud notes. I’m really freaking out and need to figure out how to fix this. Please help. Thank you.

After trying several things on my own and afraid to delete notes from clicking off "sync this iPhone" in Notes setting, I called Apple Support today. After trying several things, ultimately what worked to restore all my notes was what others have stated here which was to open Settings, tap name, then iCloud, then Notes, turn off "Sync this iPhone" even though it says it'll delete everything, but only do this after you've gone to icloud.com to ensure that your missing notes are there. After my first attempt, only 3/4 of my notes returned so Apple Support had me repeat this step(off then on again), and all my notes finally returned. Hope this helps!

Open the Settings app.

Tap on your name at the top (aka your Apple Account settings).

Tap on iCloud.

Tap on Notes.

Turn on "Sync this iPhone" (green = on). If it is already on, turn it off and on again.

In the Notes app, wait several minutes for your notes to be restored from iCloud.

Exactly the same scenario happened with me. Attempted to use multiple fixes, listed above and on Internet however, none restored the notes fully. The Notes are on my computer, but I cannot get those notes to return to my iPhone. I have deleted the app and re-downloaded it clicked on sync/restore multiple times from iCloud. Still most notes have not been restored on my iPhone.
