You may be running an OS too old to manage the App Store.

Mac OS 10.12.4 and earlier (Sierra, El Capitan, Yosemite, Mavericks, Mountain Lion) do not fully support multifactor authentication. When you login the AppleID with the app store on another device, it will share the code used for multifactor when you try to login with your Mac. You will need to put the code immediately at the tail end of the password if using an older MacOS.
