What model number is your iPhone? Who did you purchase it from and what country was the merchant in? Apple Support Communities are specifically prohibited from discussing devices with beta software and beta software itself. Sorry.

You said you updated to iOS 18.2. If you did, you are using Beta Software, which no one here can help you with, per the NDA you signed when you became a Beta Tester. If you are using Beta software, you need to use the Feedback link you were provided when you became a Beta Tester.

That's right. Mac Jim ID is completely correct. Your phone will NOT have access to Apple Intelligence, until it is approved for use on phones manufactured for China. And it simply doesn't matter where in the world you are or what region you try to change it to. There is no workaround until it's approved in China.
