iPhone 13 with ver 17.6.1.
I used notes app a few days ago, now all notes are gone.
I ‘ve seen questions on this topic from several months ago but no good explanation or solution. I do not use the cloud for routine back up or storage.

AlWeir: Thank you for your prompt reply. Looks like my problem was that I had not yet accepted the new Terms and Conditions for the iCloud. Notes appear to be back now. However not sure why the iCloud Terms & Cond should impact what is on my iPhone. One reason I distrust the cloud. Looking like Apple is forcing me to use it.
Try this
Open the Settings app.
Tap on your name at the top (aka your Apple Account settings).
Tap on iCloud.
Tap on Notes.
Turn on "Sync this iPhone" (green = on). If it is already on, turn it off and on again.
In the Notes app, wait several minutes for your notes to be restored from iCloud.
I have Notes synchronisation already enabled and when I try to disable it I’m getting a warning that Notes will be removed from my iPhone if I turn them off. In the meantime, the Manage Storage tab seems to be activated (cog is spinning around) but doesn’t download anything.
