Albums Called From My Mac Full of Photos in the Photos App on My iPhone Still There After Deleting

I uploaded some photos from my mac hard drive into the photos app, and then decided to delete them. They appear to be gone in the photos app on my mac, and in my iCloud page. However, the photos app on my iPhone has a from my mac folder with the photos still there. I would like these photos in this from my mac folder on my iPhone to be gone.

I also notice individual images in this from my mac folder in photos on my iPhone have a cloud with a line through them. What does this mean? and there is no option to delete these photos.

Items in your From My Mac folder were pushed directly to your phone from your Mac using the Finder (or maybe using iTunes a long time ago) "sync" function. They stay on your phone until you repeat the "sync" function specifying a different set of items (possibly none); the new set replaces the old set.

The entire From My Mac folder and its contents should also be removed from your phone if you enable iCloud Photos on the phone, because the two sync methods are not compatible. Of course, enabling iCloud Photos has other implications.

Sorry, I don't know what that "cloud with a line through it" icon means in this context. In another context, it would sound like you were describing the icon meaning that your phone was having trouble downloading the photo from iCloud, but that should not apply to items in From My Mac.
