iTunes playlist shuffle issue on iPhone

I created a playlist that has 110 songs in it. Whenever I try to shuffle the playlist the only songs that appear in the shuffle are the 15 that I actually downloaded to my IPhone or IPad; the remaining songs do not play. If I do not shuffle the playlist and I just click on a song and start playing it, the other songs play correctly. This only happens on this one playlist, the other playlists that I created all work properly. Does anyone have any suggestions as to what I can do to correct this issue with my playlist?
