How do you lock hidden photos on iPad ?

You will need to upgradeto a newer system version to be able to lock the Hidden album.

This requires iPadOS 16 or later. It is described on this page of the user guide (the last paragraph): Delete or hide photos and videos on iPad - Apple Support
