Is it possible to set a vocal shortcut in the accessibility settings to turn VoiceOver on and another shortcut to turn voiceover off? Thanks.

Perhaps you mean something else by "vocal" than the standard meaning. Things you say aloud are "vocal." Saying "Siri, turn on Voice Over" is "vocal." What is it about that that doesn't meet your needs?
