Disk utility cannot format external SSD to APFS

Everything goes ok until I get this error:


Creating APFS Volume

Couldn't find the target disk for this operation. : (-69790)


I thought my old 1TB SSD was broken so I bought a brand new one. It seems it's now trashed too.


Got the exact same error... :/


MacBook Pro mid-2015 running 12.7.6

Replying to my own problem - seems the enclosure was to blame. I borrowed a more modern enclosure from my son and the original drive formatted to APFS. Took longer, which was strange, but it worked. Am now backing up the machine with Carbon Copy Cloner and that is working too, instead of hanging after a few seconds.
