I have 1,390 photos on my deceased wife’s phone .
they are in a folder and I would like to put them on a scan disk for me and my daughters .
I have promised the phone to my youngest daughter for her 14th birthday but I don’t want to lose these precious memories.
Is it possible to save these to a scan disk?

Of course, it is possible to export the photos to an external drive. Follow this Apple support article for more: Import and export photos and videos on iPhone - Apple Support. If you can't directly connect the iPhone to said external drive, you could go two ways. The first way is transferring the photos to a mac via airdrop, and on the mac, connect the external drive and drag the exported photos to it. If you have a windows PC, connect the iPhone via USB cable and confirm the "Do you trust this computer?" prompt. From there, open file explorer, open your iPhone's drive, and copy the photos to your computer. From there, connect your external drive to your windows PC and copy the files to there.

No problem. Just open a web browser, go to https://www.icloud.com/photos/, login with your Apple account if you aren't yet, and you will be able to access your iCloud photo library. From there, select any photo and, if you are on a mac, press command + c, or on any other OS, control + c to select all the photos in your photo library. From there, connect your external drive, click the download symbol (cloud with an arrow pointing downwards) and select the external drive as your save destination. The download process may take a while depending on the amount of photos in your photo library and your internet speed.
