How to disable mini menu / command pop up on iPad

sometimes when using my iPad if I touch an app or other items on screen min menus or suggested commands pop up and I cannot disable the, other than by turning the iPad off and on.. how is this annoying feature enabled and disabled other than by turning the device off?

This is what touch and hold does in iOS. If you want to “disable” it, don't touch and hold. Just quickly touch the app icon to open the app. You could go to Settings-Accessibility-Haptic Touch, and set Touch Duration to Slow. You would then have to keep your finger on the icon for a longer time before any of those things pop up.

No that's not the issue. It doesn’t only happen on apps, and I’ve had many different iOS devices for many years and this has only been happening on my iPad Pro in the last few months. The issue isn’t isolated to apps, it also happens on the home page, tabs on safari, and individual safari pages whereby these short cuts pop up and I cannot scroll the page and instead a shortcut pop up appears to ‘share’ the page
