Downloading music and it’s not showing that it’s downloaded and can’t play it offline

It’s been over a month, all my downloads are ‘’undownloaded’’. I get in the car and try to play a playlist that I just downloaded the previous night and it’s not playing or half of the songs are not playing. I have troubleshot using all the answers recommended here and I thought I was winning but I am back to square one!!! I subscribe monthly to Apple Music, I subscribe to 2TB cloud storage, I have signed out of Media & Purchases, Automatic Downloads is turned on. This is frustrating. Not to mention embarrassing when I tried to play music to friends at an event and I couldn’t access my music offline
