Apple Music albums set to 'skip when shuffling' sometimes do/don't sync to iPhone

Hello, I use Apple Music/iTunes to import CD's to my library. I have some albums that I choose to skip when shuffling, so I enable that feature for those albums specifically. However, when I synchronize my iPhone with my MacBook (MacOS Sonoma 14.7 and iOS 17.7) some albums that are set to 'skip when shuffling' do not synchronize to my iPhone and others do. I've tried specifically selecting which albums to synchronize in Finder and I've tried to delete my entire Apple Music library from my iPhone and resynchronize with my MacBook, but neither of those worked. Any fixes for this?
