I can see Apple Intelligence options for Siri in my phone. Does it possibly mean that it may be optimised for older versions?

No. An iPhone 11 is simply not capable of running Apple Intelligence. It doesn't have enough RAM to support it. If you want Apple Intelligence, you'd need an iPhone 15 Pro/15 Pro Max or any iPhone 16 model.
