cannot transfer purchased iTunes library to a new Windows computer

Old laptop is slowly dying so I purchased a new one with Windows 10. When I started to transfer/backup everything onto new laptop I cannot transfer my purchased iTunes library to Windows 10 iTunes. iTunes tells me all music must go to Apple music. Am I supposed to pay a $20 month fee just to use and access my current library? The music is on my iPhone and my old laptop. I like to use iPod Nano for music when running o exercising as the small size is extremely convenient. Any options?

See Move your iTunes library to a new computer - Apple Community. You don't need to upgrade to the Apple Music service, nor do you need to install the new Apple Music for Windows app (or Apple Devices & Apple TV). iTunes is still available from this link: https://www.apple.com/itunes/download/win64
