Unable to Continue New iCloud terms

Can someone please tell me why when I press continue to accept the new iCloud terms it won’t move forward and just stays on the same page. I have signed out, reset my network, restarted my phone and I don’t know what else to do.

This seems to be a bug as of yesterday evening. This doesn't work for me either and there is chatter about it showing up.
