This happens when you have the drive manufacturer's custom drive utilities/firmware/software installed and you upgrade or update to a newer MacOS, and the manufacturer hasn't updated their tools to be compatible with that latest MacOS, or they have but you don't have the compatible latest version of their tools installed.
This is one reason that use of such third party drive tools is dangerous. Your drive is locked but you cannot access it anymore. I think your best bet might be to install the latest version of their tools:

That should include the Unlock Drive for Mac utility.
Note that LaCie is a part of Seagate now.
After you access your drive again, I would recommend that you copy everything on it to another drive, then erase and reformat that external drive using Apple's Disk Utility. Then copy all those files back. And then completely uninstall the Seagate/LaCie custom drive software that created this difficulty. If you are using it for Time Machine, then instead I would suggest obtaining a new drive, format it for Mac as APFS/GUID, start using it for Time Machine (you can use multiple drives for Time Machine), then after a few backups have been completed, erase/format the original drive and uninstall those Seagate tools.
There is no need for such third party tools. You can encrypt and password protect an external drive with the MacOS built in tools.
If the latest version of the Seagate tools does not resolve this, I think your best bet is to contact Seagate support for assistance in getting access to your drive again.
