I can't accept the icloud terms and conditions on my iphone 7

I went into settings because of the notice that appeared on the phone.

I could not accept the terms and conditions for the new icloud agreement.

I hit continue and nothing happens after I hit the button, except the circle flower going round and round.

Then the flower circling disappears and I still get the notice on my settings.

I try to push the back button and it does nothing.

The continue button still displays.

I have to shut my phone off to get out of settings.

After I restart and wait for the signal to come in, it still shows the settings alert.

Then it just does the same thing over again.
