Itunes showing files in C drive while library is in D drive

Is it normal for itunes to show a folder and files for iTunes Media and other files in the C drivecwhen my library is in the D drive?

I can't even delete the files or folders from C drive without displacing my library on a whole.

What seems to be the problem?

Windows, Windows 10

There is a bug in recent builds of iTunes (going back to 12.9.3 I think, so not that recent) that, at least for some users, seems to stop the media folder preference from being saved properly, even when your preferred media folder location is available when iTunes starts. If the location is reset due to the drive not being present it likely doesn't change back to your D: drive without intervention. See Make a split library portable - Apple Community and put your library in a shape that isn't affected by the issue, and is easier to backup and move around in future.

Your media may be stored on an external drive, yes. Your database resides on your home drive in the music folder. If you open iTunes without the external drive connected, the library reverts to the C drive. If you open iTunes after the external drive is mounted, it will again use D. You can consolidate files into the D drive in the iTunes menu.
