Why can't I see my iTunes playlists on my iPhone?

I have purchased some audio files. I have uploaded them from iCloud files into iTunes on my Mac. I have created a playlist in iTunes on my Mac. I can’t see any of my downloaded music - playlists in my iPhone. I used to be able to see my iTunes purchased music in my iPhone music, downloaded, playlists. Now all I see in my iPhone music is the albums, songs, artists, but all of my old playlists are gone and I can’t see the new playlist I just made.
