IPhone won't let me accept new iCloud terms and conditions

I have an iPhone SE, iOS version 17.7.1. I have this notice in Settings: "To use iCloud on this iPhone you must accept the new iCloud Terms and Conditions, and enter your iPhone passcode." Right below this is "Continue" in blue. I hit "Continue" and the screen shrinks for a moment like it's about to be replaced with another screen (which presumably would allow me to review and accept the new T&C), but it never actually goes anywhere; it remains on the same screen with the same quoted language, and the same "continue". I've tried signing out of my Apple account and signing back in again but it made no difference.

After speaking with Apple Support I updated my Software to iOS 18 and the issue went away, they told me that your device must be running the latest software to be able to accept the new Terms and Conditions

Update: A month long ordeal that left me with a fried phone and two days of lost work.

After going through multile support advisors, the answer is there is NO solution to fix the ios17 error. The only solution is to go to ios18.

That just made things worse. The phone which had been getting hot, got hotter. A visit to Apple store to get a new battery required three visits.

Then 2 weeks later - the entire phone. just kept shutting itself off over and over every minute or so rending it useless.

Visit to repair, they sent me to a second store to replace it. An ENTIRE 8 hour day to get my phone replaced, UNDER WARRANTY AND PAYING FOR APPLE CARE! And no offer of compensation for the time, highway tolls, gas, parking, and lost day of work. They barely even helped me at the store, and refused me access to the bathroom even though I am an older gray haired person... and I could not leave for 5 hours due to "data download" and they refused to help because of "customer data sensitivity." RIDICUOUS! If you buy a new laptop, they DO THE DATA TRANSFER FOR YOU! But not for the iphone!!! ??? Why??? Just a complete disaster.
