I can’t access the 3 months free of Apple Music when I just purchase a new iPhone and new AirPods. It does not give me the option of the 3 months free when I open the Apple Music app it says that I have to pay $10.99.

That would indicate that you had previously used a free trial for Apple Music before. The offer is only for new subscribers and if you used a free trial before, you are not eligible.
If you already had a Apple Music Subscription or you have already used a free trial you can't get another one with your new Apple device.
Check if your PS5 or smart TV has an included trial.
I found a 6 month trial on my PS5 and another 6 month on my LG smart TV :)
