sync iCloud with Mac, not Mac with iCloud

I want to have all my photos on my Mac. I have photos from my iphone on iCloud, I want them on my Mac but iCloud wants to upload all my photos in iCloud. "F" iCloud, I want all full size/resolution photos on my Mac, iCloud is simply a transference mechanism, not primary storage. how do I get my Mac to download all of my iCloud Photos that are NOT on my Mac?

You may be confused about what "sync" means .iCloud Photos is a synchronization service.Synchronization is about making two things the same. iCloud Photos ensures that all the connected devices have exactly the same pictures. When you engage iCloud Photos on a device, then the Library on that device is kept just the same as the iCloud Photos Library. So, for instance, if you take a picture with your iPhone, it is added to the iPhone's Photos Library, copied to iCloud Photos Library, and then copied to the Photos Library on each of the other devices. If you delete a picture on your Mac, then that picture is deleted at iCloud and on all the other devices. This is the purpose of iCloud Photos.


If that is not what you want, you may need a different sort of service.
