Upon trying to accept Terms & Conditions on my iPhone XS Max, I get a “Cannot complete action” dialog.
clicked on ‘ok’ and the dialog goes away but nothing else happens.

Try this.
Go to Settings and tap your name.
Scroll down to the bottom and click "Sign Out."
Turn on the data that you want to keep a copy of on your device.
Click "Sign Out."
Tap "Sign Out" again.
Sign back in.
Are you using a commercial VPN? Turn it off first.
I would reboot your iPhone then log out of iCloud and back in. Try it again. Apple is not giving anyone any guidance on this.
it worked after the upgrade to 18.1
they had me try a wifi reset - didn't help. now advised me to update to iOS 18.1 - I'm trying that now
