Not allowed to accept new iCloud Terms & Conditions
Upon trying to accept Terms & Conditions on my iPhone XS Max, I get a “Cannot complete action” dialog.
clicked on ‘ok’ and the dialog goes away but nothing else happens.

Try this.
Go to Settings and tap your name.
Scroll down to the bottom and click "Sign Out."
Turn on the data that you want to keep a copy of on your device.
Click "Sign Out."
Tap "Sign Out" again.
Sign back in.
