iCloud Photos for Windows download limitations and synchronization stop

Hello,

After reading the various threads on the subject, I realized that the iCloud application for Windows has two annoying limitations:

1- The number of photos and videos is limited to 8586 items.

2 - Once downloaded to the PC, new photos and videos are no longer synchronized.

What's more, as my data volume exceeds the recoverable volume offered by Apple in its Data & Privacy section, I can't download my oldest data.

How can I solve this annoying problem?
